POSITION 1, Assistant Programme Officer

Job Description (Roles and Responsibilities)  

The Assistant Programme Officer has a key role in managing and delivering British Embassy’s programmes. S/he is primarily responsible for assisting in providing Programme Management Support, providing administrative support and also assisting in financial management for the effective implementation of the programme through working with government agencies, service providers, other donors and Civil Society Organisations.

1. Acting as Programme Support to Programme Officers and Deputy Programme Officer

  • The APO will be developed as a potential future Programme Manager and will be provided with training and mentoring on programme management skills to support a Programme Team as part of future workforce development.
  • This will include supporting programme staff when on leave or busy– building an understanding of how the programme is being managed

2. Providing key organisational and logistical backup to the team

  • Keep and update diary and schedules of team meetings, agendas, field visits, booking rooms, and booking transport.
  • Take minutes of key meetings/team meetings, and maintain wall displays and whiteboards.
  • Provide support to scanning, printing, stapling and binding materials where required.

3. The APO may also take on additional roles

  • There will be opportunities to engage with People Team/Culture Club/ Gender champion, and Comms. the focal point where appropriate.
  • The post-holder will report to FCDO Ethiopia’s Deputy Programme Manager working closely with the Team Leader. There are no line management responsibilities but you will work closely with the Deputy Programme Manager to oversee the Project Officer’s inputs to a specific portfolio.

Essential qualifications, skills and experience  

  • Ability to organise and prioritise own work and deal with a number of matters simultaneously avoiding backlogs of work.
  • Ability to take responsibility for the quality of work, and able to correct and learn from errors.
  • Ability to identify and resolve minor work problems, for example in the checking and payment of invoices.
  • Computer literate and familiar with basic features and use of various financial programs
  • Able to create and use simple spreadsheets.
  • Able to create clear and accurate first drafts of project documentation, correspondence, and minutes or notes of meetings.
  • Able to listen well and communicate effectively with colleagues in British Embassy and externally.

POSITION 2:- Deputy Programme Manager

The Deputy Programme Manager has a key role in team portfolio management to deliver British Embassy’s objectives and commitments. S/he is primarily responsible for coordination, leadership and support to the programme team through working with government, other donors and civil society organisations.

Policy/Programme Management:

  • The DPM takes responsibility for overall programme management of the team portfolio, delivering through a programme team of staff Project Officers, working closely with PROs, and with oversight by the Deputy Team Leader.
  • Champions programme management best practice and PROF rules compliance across the team.
  • Ensuring that annual reviews and project completion reviews are undertaken on time and correct documentation is saved on the system.
  • Ensures compliance with British Embassy’s rules across the programme portfolio and provides advice to Advisers/PROs on how to ensure their programmes fit with these.
  • Quality assures all programmes have current and up to date risk registers, delivery plans and delivery chain maps and meet Transparency requirements.
  • Represents British Embassy at meetings with donors and other partners and provides backstopping support to advisers/PROs in the team.  Quality assuring and having oversight over key project documents, including MoUs, Contracts, Accountable Grant Agreements, submissions, ToRs and other project documents in partnership with other team members and the Deputy Team Leader.
  • Participates in appraisal and monitoring missions, actively follows up progress reports and quality assures follow-up reporting procedures as laid out in the Project Memorandum.

Commercial

  • Coordinate team’s commercial requirements, issues and responses and provide feedback to DPO and as necessary escalate.
  • Take the lead on ensuring commercial excellence for the team
  • Ensure Value for Money (VfM) through good programme management and commercial practice.

Programme Finance and Administration

  • Ensure strong financial management of team’s portfolio.
  • Overseeing effective budget forecasting and reprofiling throughout the life of the programmes;
  • Provide quality advice to team members and cross British Embassy on programme, financial and system issues.
  • Quality assures programme/project expenditure against commitments and forecasts are accurate and timely; adjust programme finances in line with the guidance.
  • Ensure programme team is keeping up to date their Teams sites.

Corporate Compliance

  • Lead fulfilment of audit preparation, and ensure follow up on audits visit recommendations.
  • Respond and coordinate corporate requests as required.

Line Management

  • Provide support and manage programme staff, and ensure that they are performing their roles to a high standard.
  • Lead on induction of incoming new staff for the team.
  • Ensure responsibilities in the programme team are delegated proportionately and staffs are provided with necessary coaching to carry out tasks accordingly. Ensure staffs are given adequate stretch and development opportunities.

POSITION 3:- Programme Officer

 

The programme officer has a key role in managing and delivering British Embassy’s programmes. S/he is primarily responsible for programme and financial management, support assigned programme team for effective implementation of programme through working with government agencies, service providers, other donors and Civil Society Organisations.

Financial Management:

responsible for the financial management of a Programme. This includes proactively managing forecasts, working closely with spending partners, the finance team, and other team members to create realistic and up to date spending forecasts over the Financial Year; ensuring accurate budget profiling is conducted, and these are regularly updated on systems; ensuring variances are minimized; ensuring accruals and prepayments are identified and managed; and flagging/managing large payments. Provide accurate financial information to team and business unit as required. S/he will review partner/supplier financial reports checking for variances and value for money issues. S/he will manage audit requirements, ensure reports and/or Annual Audited Statements are received, reviewed and findings pro-actively followed up. Ensures all requisitions, purchase orders and receipting/payment of invoices meet FCDO’s financial rules and are linked to agreed project milestones and/or partner or supplier reporting obligations.

Programme management:

Ensuring that the Programme is compliant, updating delivery plans and supporting the senior Programme team in ensuring that the Programme is achieving the intended impact. Reviewing reports, ensuring agreements are appropriate, drafting payment submissions, amendments and agreements as required. S/he will contribute to Annual Review exercises, including contributing to drafts of ToRs and final reports depending on experience and as agreed within project team. Will organise field visits and ensure findings feed back into project Delivery Plan.

Risk Management:

will maintain project risk register, proactively highlighting and escalating concerns, risks, and issues to appropriate level. Will construct straight forward delivery chain map showing key issues and risks at each stage of FCDO funds’ movement through the delivery chain. Will ensure follow up on due diligence issues with partners as required.

Partner & Supplier Management:

will develop and maintain strong, ethical relationships with project partners and suppliers, being the recognized first point of contact on project management issues (financial, commercial, general project management) and refer technical or policy issues to relevant colleagues in the Embassy. Will organize partner/supplier meetings, as necessary. Will review partner/supplier reporting, identifying areas of concern to project team and recommend remedial actions where required. Suppliers include commercial contractors, Multilaterals and Government of Ethiopia. S/he should be able to represent FCDO in project discussions on pre-agreed areas or subjects.

  1. Takes the initiative, prioritizes, and deliver at pace, can work independently with limited supervision.
  2. Strong written and oral communication skills, including strong organizational skills; able to work under pressure and manage multiple work streams.
  3. Experience in Programme and Financial management; including understanding of Procurement Processes of complex projects.
